Based on this, I consider that most of the concerns raised by the authors have been addressed by your responses, and that the paper is nearly ready for full publication in HESS, submitted to the following additional minor revision.

- A critical discussion point remains the validity of the PCR-GLOBWB calculations for green water, which will affect GWIP. I strongly suggest to elaborate more on this uncertainty factor in the discussion part of your paper.
- Another critical discussion point remains the definition of "GWI potential" which mainly is based on the physical resource assessment (and not on economical or institutional capacity). Some nuances could be integrated further in the discussion part on this.
